Influence of Equity Issues

Important Things Learned:
The law states that "no person in the United States shall on the basis of sex be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance.  (what is title ix)

Surprising Things Learned:
Women are now graduating from college in record numbers and for the first time in America's history, their numbers are proportionate to those of men: by 1994, women were earning bachelor's degrees at the same rate as men, with both at 27 percent. In 1971, however, only 18 percent of young women had completed four or more years of college compared to 26 percent of young men. By 2006, women are projected to earn 55 percent of all bachelor's degrees.  (Achieving Success Under Title IX)

Questions:
Is the stat about women earning bachelor's degree true today?
Why did it take so long for title IX to come existence?
